Does any part of my application fee carry over to a future exam if I withdraw from an examination?

Yes.  The fee you pay will carryover to a future examination.  You will however, be charged a $75 re-application fee at the time you re-apply.  If you have been certified to sit for the examination and either do not pass the exam or do not re-apply within three years of being certified, you will be charged a $75 re-application and a $200 re-certification fee.
